Instructions
Prepare the dough:
In a mixing bowl, combine the flour and water, kneading until a smooth dough forms. Cover and let it rest for 30 minutes.

Prepare the filling:
In another bowl, mix the ground meat or chopped vegetables with onion, garlic, ginger, cilantro, soy sauce, turmeric, cumin, salt, and pepper. If using vegetables, sauté them in oil until tender before mixing with the other ingredients.

Form the momos:
Divide the dough into small balls. Roll each ball into a thin circle, about 3 inches in diameter. Place a spoonful of filling in the center of each circle, fold the edges over the filling, and pinch to seal, forming pleats.
Steam the momos:
Arrange the momos in a steamer basket lined with parchment paper or lightly greased. Steam over boiling water for about 15-20 minutes until the dough is cooked through and the filling is hot.
Serve:
Serve hot with dipping sauce, such as soy sauce mixed with chili sauce or a traditional Nepali tomato-based chutney.
